Basic char creation advices by Gawron:

At start you should choose weapon what your character will use and gamestyle that you want to play with. It's very important, because it will allow you to pick good SPECIAL, perk and skill combination.


=Weapons=
there are two main groups:
-Close range include weapons like pancor jackhammer, flamer, cattle prod, power fist, pulse technology weapons.
-Long range: sniper rifle, guass technology weapons, laser rifle, big guns except flamer and avenger minigun (weapons like Lewis mkII, SAW, Vindicator Minigun, Bren, Rocket luncher have high maximum range)

=Ammunition=
-you should take amount of amunition that will allow you to kill most of enemies. Examples: for pancor jackhammer 24, for vinda 220 or 120, for lewis 120, for guass rifle 15-20, for flamer 4-10.
-pick the best possible amunition: armor penetration vs ressy chars like enemy char with pancor jackhammer, explosive ammunition(always) for char with rocket luncher, ammunition with + bonus damage vs enemy non ressy chars.


=Character control types=
Important thing: all characters without this for rambo gamestyle SHOULD HAVE high sneak, at 2k characters should have something like 200 sneak.

-shoot and hide - few years ago it was the most popular game style. Now new players don't use it, because they think that spending a lot of points on armor will help them. It's fail, rly. If someone is trying to do character with enviromental armor and vindicator minigun at 2k points limit, he don't have enough skill points and endurance to hit someone or survive attack. You need high sneak and perks that allow you to move faster while sneaking - silent running (for chars that always stand) or rat tunneler (for chars that always prone). Character should have enough firepower to kill enemy with one-two bursts or few single shoots. How to play with: you should try to spot your sneaking enemy and don't be spotted before you shoot ;) higher sneak than enemy, higher detection range (based on perception) or detecting with 2 characters will help with that. After you shoot you usually have to go back behind wall and turn on sneak ;p

-rambo gamestyle - playing with characters specialized in this gamestyle will allow you to take a lot of enemy bullets and survive. You should have high resistance, lot of hp and healing stuff. One thing: good armor isn't enough, because values of resistance like 90% or more will allow you to play with this. You need to have 6 luck and 3 perks toughness or few drugs (allowed only at 10k reg).

at 10k reg you should combine both gamestyles: you have to shoot and hide, but with high resistance you can survive few attacks. Remember, your enemy too ;]


=Character examples - perks, weapons and skill combinations=
In this part of tutorial example characters will have same names as weapons they use, in () i'll write amount of strength required to use this weapon.


Characters that usually should stand or run:
-vindicator minigun (8) - running sniper with big gun, silent running perk, high perception and intelligence (10 or more for both + sharpshooter perk), high big guns and sneak skill (200 or more for both). Educated, fast shoot or kamikaze traits.
-lewis mk II (7) at games with 1 character - running sniper with big gun, silent running perk, high perception and intelligence (at this games char can have less intelligence than in games with more chars), perks: sharpshooter, bonus ranged damage, mutate.
-melee characters(as much as possible ;p): characters with cattle prod or power fist. Heavy handed trait is required for them, character with cattle prod is deadly with it. They don't need high perception (1-4 will be enough), but they need high resistance (maximum endurance for race, 6 luck + 3 toughness perk). Super mutants can play like rambo (90% resistance in mutant armor mkII), others should sneak. Melee chars can have high sneak (200) and low weapon skill - 130 for melee fighters is enough. 
-guass(6) - character with guass rifle should shoot enemy at maximum range - char usually have high perception + sharpshooter perk, high small guns skill (above 200), silent running perk and perks like living anatomy or bonus ranged damage.
-pancor jackhammer(5) at games with 1 char - 10 endurance, 2x/3x toughness or bonus ranged damage, silent running perk, metal armor, high sneak and/or weapon skill


-single shoot chars that use small trick in game - they are shooting really fast and break enemy shooting animation - enemy can't shoot
*guass pistol(4) - this is sniper char, leather armor is the best choice, should have 15 lvl, fast shoot and kamikaze traits, high perception and weapon skill, silent running and living anatomy perk. At 15 lvl you should also pick bonus rate of fire perk.
*pulse pistol(4) - char with high firepower, 15 lvl, leather armor. Traits: kamikaze, fast shoot. Should have high enough perception and intelligence, it require more sneak than char with guass pistol because it needs to get closer to enemy. Perks like silent running, bonus ranged damage and ofcourse bonus rate of fire.
*spazm (4) - something between guass and pulse - but it should be female char with metal armor. This char also stun your enemies.
*female character in metal armor with rifle - this char will shoot fast enough to break enemy shooting. Weapons like sniper rifle (5) at longer distance (fast shoot, kamikaze; silent running, sharpshooter, living anatomy, bonus rate of fire) or pancor jackhammer (5) with single shoot mode (kamikaze,fast shoot;silent running,toughness/bonus ranged damage/living anatomy,bonus ranged damage)




Characters that usually should prone at games with 4 or more characters
When your enemy use rocket luncher or other explosive weapons this characters require hit the deck perk.

-pancor jackhammer (5) - high resistance - 2x or 3x toughness perk, lot of health points - 8 or 10 endurance, high firepower - bonus ranged damage perks + kamikaze trait.
-lewis mkII (7) - this is sniper char that use big gun. Skills: a lot of sneak and big guns, if more than better (smth like 200 sneak and 200 big gun is nearly to perfect) high perception (10-12(trough mutation ;p) + sharpshooter. Traits like educated, kamikaze, bonus rate of fire. Perks: hit the deck, sharpshooter, rat tunneler + another (like mutation, bonus ranged damage or smth like this).
-rocket luncher (6) - another sniper char with big gun. It shouldn't shoot directly into enemy, because it can shoot from safe position - when you know where your enemy is, you can just right click behind him and rocket will fly trough all walls etc. This char don't need high sneak. Most dangerous for this char is enemy's rocket luncher, so this char should have hit the deck perk + if you really care about this char take stunt man perk. 10 perception + sharpshooter and high big guns skill (above 200) will allow you to kill your enemy ;].


=Why a lot of weapons sux in fallout tactics=
-not enough damage - it's really big different between ak-47 and lewis mk II or vindicator minigun
-small amount of bullets per burst - fn fal have damage per bullet 21-32, vindicator minigun  have 16-25 but it will do more damage - it shoots 25 bullets per burst, fn fal only 5. Maximum chance to hit is 95%, when roll on hit with one bullet will fail, fn fal will hit with 4 bullets, vindicator minigun will hit with 24 ;] Also 5x21 to 5x32 < 25x16 to 25x25
-treshold - avenger minigun shoots 40 ammo per burst, 7-11 damage each. With 100% hit it should do 280-440 damage. Pancor jackhammer shoot with 3 bullets, 17-28 each, 51-84 total. When target have treshold (here example 4), it looks like avenger ((7-4) to (11-4))x40, it's 120-280, pancor will have damage only reduced by 12. there are also other factors like pancor spray (all bullets will always hit when hit roll will be ok) and avenger's burst (only x% of bullets will hit) and perks + resistances.
-too high cost: tommy gun or fn fal costs too much, they have too low damage.
-too high cost of using: example rocket luncher vs granade luncher - gl ammo costs 2x more than rocket, and deals 50% of rocket damage. :>


=About high points games with drugs (example: 10k reg)=
you need to have a lot of health points to survive enemy attacks. You need to have 8 or 10 endurance, and pick at lvl 12 two livegiver perks. About resistance: you should get above 120% trough drugs. Basically it should be 5x voodo, it also increase your critical chance to 100% (smth like 20% per voodo) and agility + luck. You should have two weapons: once that will be your main weapon - like pancor jackhammer, and second for really close distance, like cattle prod or flamer (it's impossible to get high resistance vs this weapons). 90% of this game, if you have good char ofcourse, is luck. Only crits that penetrate enemy armor will do some damage to him/her. Best idea is to increase your damage as it is possible - take green ammo, bonus ranged damage perks, lifegiver, kamikaze etc. Characters should have high doctor skill - above 100% will be enough. It's cheaper and allow you to heal your limbs. And remember - always take ALL drugs at start - games shouldn't last more than 2-3 minutes.
